You should ask Helena Worthen who did the survey of programs for UALE. The best know for sure is the U Mass program, from Amherst. Many of their grads are part of UALE and many unions today.

Have you looked at the Global Labour University? They are running free online courses in International Labour Standards.
Their MA is also free (you have to pay admin fees), but am not sure if this is available online.
Comes highly recommended by trade union activists that have done their courses.

I finished an MPS program at Penn State that was entirely online. The Masters degree is in Human Resource and Employments Relations, but you can concentrate on different areas of study (labor law, collective bargaining and negotiating, benefits and compensation, etc.). There were some decent labor courses that were required, and also some good electives. I ended up with Labor Law as my concentrated study- so I took a lot of law courses. It is not a strictly labor program though- so, there were different types of workers from all over the world (including management folks). It was fun to give them (management types) a labor perspective sometimes.

I went to work for Penn State several years later.  Working in the law
curriculum,  there were times that I was asked to give feedback to
non-law students. With the size of the number Penn State Law students
that can be an overwhelming task for the law faculty.
