Hi
Does anyone know a union that allows the membership to draft new CBA
language in open meetings rather than it being done by the bargaining
committee and then presented to the membership?
I was told that CTU uses this method but cannot find anything to confirm
that.

Many unions use some degree of this this process by have open subcommittees develop drafts of initial proposals on particular sections of the CBA, especially on first contracts. Also, many (more I think) unions also do a formal ratification of the initial proposal by the entire membership prior to presentation to the boss in bargaining. This is especially true in some public sector unions where they are subject (in some states) to sunshine laws that cover the initial bargaining sessions.
